CapabilitiesRoss Kelso has had an extensive career in the telecommunications industry spanning research, engineering, business planning, strategy and regulatory aspects over a period of more than 30 years. He has also served as a staff officer in the Directorate of Electrical and Mechanical Engineers (Australian Army Headquarters) and worked for a few years in Europe for ITT (now Alcatel).

Since 1996, Ross has broadened his experience through assignments with local government in Victoria and with the National Office for the Information Economy, as well as telecommunications research and consulting with the Centre for International Research on Communication and Information Technology (CIRCIT) and with the Royal Melbourne Institute of Technology (RMIT).

His qualifications include a Bachelor of Engineering with Honours and a Master of Engineering Science both from the University of Queensland, and a Graduate Diploma in Media, Communications and Information Technology Law from the University of Melbourne.

Ross Kelso is independent of any telecommunications carrier, service provider, equipment provider, broadcaster or financial house. His background and ongoing work enables him to present skilled analysis and expert opinion, and impart knowledge relating to telecommunications and information & communication services (ICS) in aspects such as:

• Strategic, policy and regulatory advice;
• Development of network strategies;
• Feasibility studies;
• Technical design, specification, implementation and project management;
• Evaluation of the usefulness of ICS;
• Training and education, for both learned parties and the lay person;
• Technical writing at the highest level; and
• Representation at governmental inquiries.
